LatStudios was commissioned by PSA Consulting to prepare two studies to support the preparation of the Local Growth Management Strategy for Kempsey Shire Council in New South Wales (NSW).

These studies involved desktop and fieldwork investigations to provide:

  • Character statements: Revised character statements were prepared for thirteen towns, villages, and coastal localities within the Kempsey Shire. These statements were based upon previous character statements prepared by Council, and updated to address the recommendations of the NSW Government Local Character and Place Guideline 2019. Supported by high quality imagery and mapping, the intent of these statements is to assist in guiding future growth and protecting the unique character of these settlements.
  • Scenic Amenity policy review: This comprised a comprehensive review of the appropriateness of the provisions for the protection of scenic amenity values in the Kempsey Shire and the extent of the existing ‘Scenic Protection Area’ mapping overlay. This review was informed by a previous community consultation input relevant to scenic landscape values and fieldwork findings. The outcomes of this study included recommendations for additional areas of high scenic amenity value to be considered for inclusion in a revised scenic amenity overlay, and the provision of objective criteria and recommendations for applying this mapping layer through the development control process.
